Inter-Bureaux relations
National Bureaux cooperate on the basis of the Internal Regulations signed bilaterally between each of them.
In accordance with a 1972 motor vehicle directive, EU Member States form a single territory within which insurance is compulsory but Green Card inspections at the frontier have been abolished.
To this end, EU Member States Bureaux have signed a multilateral agreement whereby the vehicle’s number plate replaces the Green Card as proof of insurance, joined by the countries of the European Economic Area (Norway, Iceland), Switzerland (also representing Liechtenstein), Andorra, Serbia, Bosnia and Herzegovina, United Kingdom and Montenegro.
A Green Card no longer has to be shown each time a border is crossed within the 36 countries that have signed the multilateral agreement, though the formality remains in place for the other 12 Green Card countries.
